Once, long ago, the land was shared between humans and other beings, monsters of myth by our standards. These dragons and creatures took many forms... but one day, something happened. A disaster? A curse? No idea yet. But both dragon/beastkind and humanity couldn't survive... The result was, basically, the two "species" merging on a ...soul level?
Children would be born human in form, but in time, their inner beast would manifest, sometime as they grew up. Their normal form would bear marks of both human and beast, in a close to completely unpredictable manner. A time for both celebration and fear...
(And ... some, not sure if all, would be able to fully take on a draconic/bestial form, perhaps, as a shapeshifter thing.)
In more modern days, the culture has adapted. Some people never show bestial traits at all, whereas others manifest them in a heavy way. Changeover, manifesting these traits in one's teens, doesn't hurt... in fact, people basically "hibernate" through it. Get hungry and drowsy first, and senses start to get dulled, especially sensations of pain... fall asleep to strange dreams, a time of 'meeting your beast', and awaken to a new form.
Technically, it is possible to forcibly delay a changeover but it's Not A Good Idea... a massive injury, extreme sickness, or even being restrained too heavily will stop it. The beast will wait and heal up their human self instead. But. Big but. That's delay, not prevent. The thing will happen quickly and unpredictably later, and won't be as relatively comfortable as it should have been - can't sleep it off. Needless to say, it's generally considered an awful thing to do to someone.
Possibilities: do all cultures in this world have the beast traits? Does it vary with locale? If not, what do other cultures think of these people?
